Spawn locations can vary slightly, but these are reliable based on my gameplay experience. For the time trial, hop in your Ferrari, accelerate to the challenge circle's edge, dip into the storm for a few seconds (manage your health!), then boost back out. Nail it, and you'll progress your Week 7 quests effortlessly.
