The IO organization ramped up after the alien invasion on the Island. Head to one of their six satellite bases to find and destroy the IO Intel.
Key locations:
At any satellite base, look inside buildings or near entrances for powered computers—the IO Intel file sits right beside them. Shoot or melee it to destroy.
You can also find it at the IO base under Colossal Crops (where you placed Jammers) or Doctor Slone's office. Destroying it completes the quest instantly.
